It's optimal to use a graduated neutral density filter in the field but sometimes an image may need just a little more graduated effect.  This can be accomplished in PS2 using the following steps.   

  

        -  LAYER ... DUPLICATE LAYER ... OK

        -  "G'  use mouse and "shift key" to draw a line of direction of grad ND filter

                (dark is where the arrow starts, the longer the line, the softer the effect)

        -  under LAYERS PALETTE, select SOFT LIGHT

        -  use OPACITY SLIDER to adjust/reduce the effect of the gradient filter

        -  LAYER ... FLATTEN IMAGE

 

Use the HISTORY TOOL to revert back to the original image in specific areas if needed.
